Satisfied client lauds Biñan City Engineering Department for a smooth process
Elishah Pangilinan decided to buy a property in Biñan, Laguna. At age 28, she was ready to build her dream house. And with her hard-earned savings, she wanted a hassle-free process in securing a building permit.
Guided by the efficient City Engineering Department, Elishah prepared the requirements for securing a building permit: duly notarized Building Permit Form, Ancillary Permit Forms, Architectural Permit, Civil/Structural Permit, Electrical Permit, Plumbing/Sanitary Permit, Mechanical Permit, and Electronics Permit.
Everything went smoothly during the 7-month construction. After her dream house was built, Elishah applied for Occupancy Permit with the required documents: Duly accomplished Certificate of Completion signed by owner/applicant, signed and sealed by respective architect/engineers, copies of all approved Permit Application Forms, and copy of approved Construction Plans/Blueprints.
Elishah says that she never experienced any stress and never encountered fixers at the City Engineering Department. The engineers there are all friendly and accommodating, there was no red tape and corruption, and they all worked fast.
“I am very happy for the assistance provided to me. My dream house was built with the help of this dream team from the City Engineering Department,” Elishah remarks.
The praise-worthy City Engineering Department is led by Engr. Wilfredo F. Alintanahin, who is known for his integrity and efficiency.
Since being the Department Head in the year 2000, Engr. Wil has implemented the computerization of all records which were disorganized and unfiled before his time. This has resulted in a huge increase in the collection of taxes which has helped the city a lot. He also hired an inspector to make things more efficient.
Engr. Wil is busy overseeing the city projects of Mayor Arman Dimaguila. He is strict with correct implementation, especially of the Building Code.
“Walang katapusang pag-aaral araw-araw ang aming departamento, we follow the process and we ask the people applying for building permits to follow the same. If not, hindi ito uusad and we have strict rules na bawal ang suhol or lagay at nakakasira ito integridad ng lahat ng mga tao ko,” says Engr. Alintanahin.
Congresswoman Len Alonte, Representative of Biñan’s lone congressional district since 2016, testifies that Engr. Alintanahin leads by example, never complains, rather always finds a solution for every problem he and the department face.
Vice Mayor Angelo Alonte recalls that Engr. Alintanahin has always been a pillar of the city.
“Estudyante pa lang ako, Engr. Alintanahin na si Kuya Wil . Kasama siya sa pag-unlad ng Biñan at malaking pasasalamat ko at siya ang namumuno sa kanyang department,” says the three-term Vice Mayor of the City of Biñan.
For Engr. Wil, public service is a continuous learning process, always striving to change and improve, and help the people of Biñan everyday, in any way he can.
“Napakasarap ng marami kang natutulungan na mga tao mo at natuto sa sistema na ginagawa ninyo araw-araw,” ends Engr. Wil. #
